I think Steve Scott carefully edited the footage shot at two different locations. For one he had Rick go into the phone booth, make the call and basically just stand there, with his back turned away from the camera most of the time. For the parts with Rick actually taking his dick out and jacking off onto the inside of the booth it was probably filmed at a more private location, with Rick wearing the same outfit. But when he edited it all together it gives the impression that Rick was just pounding away while all the people and traffic went by. That’s my theory anyway.

The Chris Burns fucking himself with his dildos part of that scene, and the switching back and forth throws off the continuity of just the Rick in the booth part, which was why I tried to isolate it down to the clip above.
